The project plan is based on ice and snow, with sports as the core theme, incorporating emerging forms of sports such as flying, to stimulate public participation in ice and snow sports, expand the domestic demand, and drive the urban economic growth.

Different weather conditions, climate zones, meteorological landscapes, and their related cultural experiences are important factors that people consider when choosing their travel time and destination. Summer tourism is a typical type of tourism that relies on climate and weather resources. According to observation records, global warming is still ongoing, and surface temperatures are showing a significant upward trend. In July, 2023, the highest recorded surface temperature on Earth broke historical highs for two consecutive days. Therefore, in the context of global warming, coolness is becoming a scarce resource for summer. Under the high temperature mode, residents' willingness to travel is on the rise, and the popularity of summer tourism is increasing. Diversified tourism products and activities meet the personalized needs of tourists of different age groups and interests, attracting tourists from all over the country to come and escape the heat, thus promoting the booming development of the summer tourism market. From the perspective of age distribution, the elderly population aged 50 and above and the middle-aged population aged between 30 and 49 are the two most concerned groups about summer vacation topics, reflecting their prominent needs for health, safety, and comfort when dealing with hot weather. According to the National Summer Resort Tourism Development Report released by China Tourism Research Institute in June, 2023, driven by some factors such as the development of an aging society, the increase of the middle class, and the deepening implementation of the Healthy China strategy, the scale of summer resort tourism and related markets has reached 1.2 trillion to 1.5 trillion yuan.

In the context of global climate change, extreme heat events are increasing day by day, and summer tourism has become a new growth point for the summer economy. Summer vacation has become a new pursuit of a better life for the people, and the summer tourism industry has also become a new engine to promote local industrial restructuring. In July, 2024, the average temperature in China reached its highest level as of 1961, with many areas experiencing continuous high temperatures for more than 20 days, and the highest temperature even reaching over 41℃. Data shows that the demand for summer vacation tourism in China was extremely strong in 2024, with a significant increase in the number of tourists. During the May Day holiday, the total number of domestic tourism trips in China reached 274 million, a year-on-year increase of 70.83%, and recovered to 119.09% of the same period in 2019 on a comparable basis; during the Dragon Boat Festival, the popularity of tourism in the May Day holidays continued, with 106 million domestic tourists traveling nationwide, a year-on-year increase of 32.3%, and a comparable recovery to 112.8% of the same period in 2019. This growth trend is not only due to the overall recovery of the domestic tourism market, but also reflects people’s high preference and urgent demand for summer tourism. In August, 2024, China Meteorological Service Association and other units jointly released the China’s Good Summer Vacation Destination Meteorological Tourism Research Report 2024, launching 60 summer vacation destinations, including seven types: mountains, forests, rural areas, coastal areas, lakes, stargazing, and cultural attractions. The meteorological index classification calculation results of the seven major categories of “good places for summer vacation” from July to September show that the average perceived temperature is between 20.3℃ and 25.2℃, with the lowest in forest areas and the highest in coastal areas; correspondingly, the average relative humidity in forest areas is the lowest, at 59.5%; the highest is in coastal areas, reaching 73.5%. In terms of wind speed, the average wind speed is highest in stargazing and mountainous summer resorts, at 3.0 meters per second and 2.8 meters per second, respectively. Both types of areas are located at relatively high altitudes; the average wind speed in rural and cultural summer resorts is relatively low. These summer resorts cover 22 provinces across the country, including Shandong, Guizhou, Jilin, Shaanxi, etc.

According to the Analysis Report on Summer Tourism Climate Comfort in Jilin Province jointly released by China Tourism Research Institute and the Public Meteorological Service Center of China Meteorological Administration, the average temperature in Jilin Province during summer is 22℃, the average humidity is 70%, the average UV index does not exceed 5, the average daily sunshine hours are up to 7.3 hours, the number of days with light winds is 120, and the number of days without precipitation during the day is 110. The unique geographical location and cool and pleasant summer climate provide unique conditions for the development of summer economy in Jilin. It not only provides comfortable outdoor activity space for tourists, but also an ideal place for various cultural and tourism activities. In recent years, Jilin Province has launched various new ways of summer tourism, including “parent-child travel+textbook travel”, “sports events+sports rehabilitation”, and so on. In order to seize the opportunity of “summer vacation+”, many places have issued summer tourism policies. The summer tourism market is integrating with various formats such as health and wellness vacations, outdoor leisure, urban tourism, study tours, parent-child tourism, and nighttime economy, forming a new industrial pattern. This diversified integration not only enriches the product variety of summer tourism, but also enhances the quality of tourists' experience, which helps to improve the competitiveness and attractiveness of the entire industry.
